The former presidential contender told "Fox News Sunday" that it wasn't a Democratic filibuster that killed the ban on abortion after 20 weeks of pregnancy, but the "mob" reaction from the visitor's gallery above the Senate floor that disrupted the proceedings and ran out the clock of a special legislative session last month.
"Filibusters happen all the time and I suspect that if somebody wants to filibuster again they are certainly welcome to do that," Perry said. "The rules were followed on the Senate floor. It was the decorum of the Senate chamber that was put in bad light and frankly I would suggest that Senate officials will not let that happen again."
Texas Lt. Gov. David Dewhurst who was presiding over the debate "was as shocked as anyone" when 400 abortion protestors drowned out the June 25 proceedings as the clock ticked towards midnight, Perry said.
"I'm also very confident that he's making arrangements if people want to come and disrupt the democratic process, they will be escorted out of the chamber appropriately," Perry said.
The third-term governor declined to give any hints as to the political announcement he is expected to make Monday in San Antonio. While some Texas politicos speculate the popular governor will seek a rare fourth term, Perry said a second run for the presidency is also "an option."
