Russia reaches out to Syrian coalition

MOSCOW (AP) ? Russia's foreign minister says Moscow has proposed talks with the main Syrian opposition coalition, despite Russia's previous criticism of Western countries for recognizing the group.

Sergey Lavrov told reporters on Friday that Russia has contacted the Syrian National Coalition for Opposition and Revolutionary Forces through the Russian Embassy in Egypt and "we expressed readiness to conduct a meeting" with coalition leader Mouaz al-Khatib.

The statement comes in the wake of comments by officials, including President Vladimir Putin, that suggest Russia is resigned to its longtime ally Syrian President Bashar Assad losing power.

The opposition coalition was formed in November and recognized by Western countries as legitimate representatives of the Syrian people. Russia has criticized such recognition as running counter to agreements to seek political transition in Syria.

Although Moscow's approach to the Syrian National Coalition falls short of the formal recognition accorded by Western countries, it acknowledges the group's significance. Russia previously had held talks with more marginal opposition factions.

Throughout the 21-month-old revolt in Syria, in which more than 40,000 people are estimated to have died, Russia has opposed international intervention and called for the crisis to be settled by talks. Russia has blocked attempts in the U.N. Security Council to step up pressure on Assad, but claims the moves were not aimed at propping up his regime.

Under the leadership of Assad and previously his father, Syria has been a longtime ally of Russia, hosting Russia's only naval base outside the former Soviet Union and remaining a significant customer for Russia's arms industry.

But Russia appears to be slowly distancing itself from Assad. Putin last week said that Russia is "not preoccupied that much with the fate of the Assad regime" and "undoubtedly there is a call for changes."

Lavrov, speaking after a meeting with his Egyptian counterpart Mohamed Kamel Amr, said Russia is also urging Assad's regime to make efforts toward a political settlement.

In a meeting Thursday with Syrian Deputy Foreign Minister Faisal Mekdad, "We urged the Syrian leadership to make concrete to the maximum extent their stated readiness for dialogue with the opposition," Lavrov said.

U.N. envoy for Syria Lakhdar Brahimi is to hold talks with Lavrov on Saturday in Moscow.

Woman in custody in NYC subway shoving death

NEW YORK (AP) ? A woman sought in the death of a man who was shoved in front of a subway train was picked up by police on Saturday after a passer-by noticed her on the street and called authorities.

The woman, whose name was not released, was being questioned and had not been formally charged, New York Police Department spokesman Paul Browne said. Investigators were arranging for witnesses to identify the 31-year-old woman in custody as the person who pushed Sunano Sen to his death on Thursday night.

The 46-year-old Sen, who was from India, ran a printing shop and was living in Queens. He died after a woman muttering to herself suddenly lunged forward and pushed him off an elevated platform and onto the tracks of the No. 7 train, which connects Manhattan and Queens.

It was unclear whether the woman had any connection to Sen. Witnesses told police the two hadn't interacted on the platform as they waited for the train.

The woman fled after the attack. Police released security camera video showing her running from the station. Investigators had been following up on tips from people who had seen the security video and were checking homeless shelters and psychiatric units in an attempt to identify her.

On Saturday, a passer-by noticed a woman who resembled the woman in the video and called 911l. Police responded and confirmed her identity and took her to a police station, where she made statements implicating herself in the crime, Browne said.

The attack was the second time this month that a man was pushed to his death in a city subway station. A homeless man was arrested in early December and accused of shoving a man in front of a train in Times Square. He claimed he acted in self-defense and is awaiting trial.

OUYA ships 1,200 developer consoles, opens dev portal | Android ...

Begone, doubters. OUYA -- the Android-based game console that shattered about 16 Kickstarter records -- has shipped to developers. Some 1,200 of them have shipped to developers. And it's important to stress that these are for developers. (Did we mention anything about developers here? Because we really should.) As you can see in the video above -- and can the same people who "boxed" a device be the ones to do an unboxing?video? -- these are limited-edition devices, with transparent plastic and bugs and other things that are going to be completely reworked before production units ship in the spring.

What this milestone represents, of course, is a major step forward for a project funded by regular folks -- you and me -- through Kickstarter, meaning it's kind of a crapshoot as to what we'll actually get, when we'll get it, and how good it'll be when it hits our doorstep. (And full disclosure here: Android Central backed OUYA at the $1,337 level, so we've got one of these dev units on the way.) There won't be any apps on this dev version, but the egg has to come before the chicken. Or maybe it's the other way around.

In other news, OUYA?has fired up its developer portal, where you can download the developer kit, upload games and get things ready for launch in a few months. Huzzah!

Confirmed: Asteroid won't hit Earth in 2040

A new study confirms that a huge asteroid will pass harmlessly by Earth in 28 years.

New observations of the asteroid 2011 AG5 now give astronomers complete confidence that the 460?foot-wide (140-meter-wide) space rock won't hit Earth in the year 2040. When it was discovered last year, scientists said that 2011 AG5 had a 1-in-500 chance of impact with our planet.

Astronomers solidified the asteroid's harmless status during an observation campaign in October, using the Gemini North telescope in Hawaii. The finding added more support to a NASA study that came to a similar conclusion in June based on months of observations of asteroid 2011 AG5.

The researchers behind the latest study say the asteroid shouldn't get any closer than 550,000 miles (890,000 kilometers) ? about twice the distance between Earth and the moon.

"These were extremely difficult observations of a very faint object," the University of Hawaii's Richard Wainscoat, a member of the team of researchers monitoring 2011 AG5, said in a statement. "We were surprised by how easily the Gemini telescope was able to recover such a faint asteroid so low in the sky."

Just because it is a large asteroid doesn't mean it's easy to see, scientists said. Researchers used the Gemini North to photograph the asteroid three times in October.

NASA astronomers and other scientists regularly monitor the sky for asteroids that could pose a potential impact threat to Earth. About 9,000 such near-Earth asteroids have been discovered to date, though up to a million or more could exist, NASA scientists say.

Nearly 95 percent of the largest near-Earth asteroids, those larger than 1 kilometer (0.6 miles) in size, have been identified, NASA scientists say. The space agency's Asteroid Watch program to monitor nearby space rocks is based at the Jet Propulsion Laboratory in Pasadena, Calif.

Dave Donelson Tee To Green: Nicklaus Joins SNAG To Grow Golf

In an effort to bring golf into the mainstream of youth sports, golf legend Jack Nicklaus has embarked on an initiative to grow the game with the assistance of SNAG? Golf (Starting New at Golf) and the National Recreation and Park Association (NRPA). ?The new Jack Nicklaus Learning Leagues, powered by SNAG, will be introduced at select local park and recreation facilities in 2013, and for the first time golf will be made available to youngsters as a team sport. ?The innovative Jack Nicklaus Learning Leagues, combined with SNAG?s well-established, first-touch development program, will provide a golf learning experience for children ages 5 through 12, in a safe, affordable and accessible environment.

Nicklaus has been an important advocate for growing the game and he envisions that with SNAG?s programming and modified equipment, and the active participation of local park and recreation agencies through the National Recreation and Park Association, golf at last will have a competitive footing with such team sports as soccer, basketball and football.

?There are so many sports?team sports?played in the park system today,? Nicklaus said. ?Today, kids start playing athletics when they are as young as 4 or 5 years old, and by the time they are just 7, 8 or 9 years old, many of them have picked the two or three sports that they might want to play in the different seasons. ?If golf is not part of the sports introduced and available to them at their local park and recreation facilities, they will play other sports and not golf. ?So we need to get golf in their local parks and have them play our sport, and I think the team concept is the way to do it.

?Children seem to embrace the team concept of looking to and relying on other children, so it is not all on their shoulders. A lot of kids shy away from golf because of that. ?When I picked up the game at age 10, one of the beauties of the sport was that I could do it by myself. ?I didn?t need someone to throw a ball to me or catch a ball or defend me. ?I could be as good as the time and effort that I wanted to put into it. ?But at the very young age many children are introduced to sports, many don?t want so much placed on their shoulders. ?The idea is to bring kids into the game, keep them into the game, have them learn, let them have fun, have fun with their friends, and then they can advance to the next level where they get on a golf course and develop.?

Some 300 Jack Nicklaus Learning Leagues are planned for spring 2013 and an estimated 400 are projected to launch in 2014.

Terry Anton, founder and CEO of SNAG Golf, is enthusiastic about the leadership position of Jack Nicklaus in the establishment of the Jack Nicklaus Learning Leagues.

(AP) ? The big deal for Hollywood is not the record $10.8 billion that studios took in domestically in 2012. It's the fact that the number of tickets sold went up for the first time in three years.

Thanks to inflation, revenue generally rises in Hollywood as admission prices climb each year. The real story is told in tickets, whose sales have been on a general decline for a decade, bottoming out in 2011 at 1.29 billion, their lowest level since 1995.

The industry rebounded this year, with ticket sales projected to rise 5.6 percent to 1.36 billion by Dec. 31, according to box-office tracker Hollywood.com. That's still well below the modern peak of 1.6 billion tickets sold in 2002, but in an age of cozy home theater setups and endless entertainment gadgets, studio executives consider it a triumph that they were able to put more butts in cinema seats this year than last.

"It is a victory, ultimately," said Don Harris, head of distribution at Paramount Pictures. "If we deliver the product as an industry that people want, they will want to get out there. Even though you can sit at home and watch something on your large screen in high-def, people want to get out."

Domestic revenue should finish up nearly 6 percent from 2011's $10.2 billion and top Hollywood's previous high of $10.6 billion set in 2009.

The year was led by a pair of superhero sagas, Disney's "The Avengers" with $623 million domestically and $1.5 billion worldwide and the Warner Bros. Batman finale "The Dark Knight Rises" with $448 million domestically and $1.1 billion worldwide. Sony's James Bond adventure "Skyfall" is closing in on the $1 billion mark globally, and the list of action and family-film blockbusters includes "The Hunger Games," ''The Twilight Saga: Breaking Dawn ? Part Two," ''Ice Age: Continental Drift," ''Madagascar 3: Europe's Most Wanted," ''The Amazing Spider-Man" and "Brave."

Before television, movies were the biggest thing going, with ticket sales estimated as high as 4 billion a year domestically in the 1930s and '40s.

Movie-going eroded steadily through the 1970s as people stayed home with their small screens. The rise of videotape in the 1980s further cut into business, followed by DVDs in the '90s and big, cheap flat-screen TVs in recent years. Today's video games, mobile phones and other portable devices also offer easy options to tramping out to a movie theater.

It's all been a continual drain on cinema business, and cynics repeatedly predict the eventual demise of movie theaters. Yet Hollywood fights back with new technology of its own, from digital 3-D to booming surround-sound to the clarity of images projected at high-frame rates, which is being tested now with "The Lord of the Rings" prelude "The Hobbit: An Unexpected Journey," shown in select theaters at 48 frames a second, double the standard speed.

For all of the annoyances of theaters ? parking, pricy concessions, sitting next to strangers texting on their iPhones ? cinemas still offer the biggest and best way to see a movie.

"Every home has a kitchen, but you can't get into a good restaurant on Saturday night," said Dan Fellman, head of distribution for Warner Bros. "People want to escape. That's the nature of society. The adult population just is not going to sit home seven days a week, even though they have technology in their home that's certainly an improvement over what it was 10 years ago. People want to get out of the house, and no matter what they throw in the face of theatrical exhibition, it continues to perform at a strong level."

Even real-life violence at the movie theater didn't turn audiences away. Some moviegoers thought twice about heading to the cinema after a gunman killed 12 people and injured 58 at a screening of "The Dark Knight Rises" in Colorado last summer, but if there was any lull in attendance, it was slight and temporary. Ticket sales went on a tear for most of the fall.

While domestic revenues inch upward most years largely because of inflation, the real growth areas have been overseas, where more and more fans are eager for the next Hollywood blockbuster.

Rentrak, which compiles international box office data, expects 2012's foreign gross to be about $23 billion, 3 percent higher than in 2011. No data was yet available on the number of tickets sold overseas this past year.

International business generally used to account for less than half of a studio film's overall receipts. Films now often do two or even three times as much business overseas as they do domestically. Some movies that were duds with U.S. audiences, such as "Battleship" and "John Carter," can wind up being $200 million hits with overseas crowds.

Whether finishing a good year or a bad one, Hollywood executives always look ahead to better days, insisting that the next crop of blockbusters will be bigger than ever. The same goes this time as studio bosses hype their 2013 lineup, which includes the latest "Iron Man," ''Star Trek," ''Hunger Games" and "Thor" installments, the Superman tale "Man of Steel" and the second chapter in "The Hobbit" trilogy.

Twelve months from now, they hope to be talking about another revenue record topping this year's $10.8 billion.

"I've been saying we're going to hit that $11 billion level for about three years now," said Paul Dergarabedian, a box-office analyst for Hollywood.com. "Next year I think is the year we actually do it."

Russian parliament considers anti-US adoption bill

(AP) ? Several protesters were detained Wednesday morning outside the upper chamber of Russia's parliament as it prepared to vote on a controversial measure banning Americans from adopting Russian children.

The bill was endorsed by the lower house last week and would be sent to President Vladimir Putin to sign if the Federation Council votes for it on Wednesday. It is one part of a larger measure by angry lawmakers retaliating against a recently signed U.S. law that calls for sanctions against Russians deemed to be human rights violators.

Some top government officials, including the foreign minister, have spoken flatly against the bill, arguing that the measure would be in violation with Russia's constitution and international obligations.

Several people with posters protesting the bill were detained outside the Federation Council Wednesday morning. "Children get frozen in the Cold War," one poster read.

The vote is expected in early afternoon.

Critics of the bill say it victimizes orphans by depriving them of an opportunity to escape often-dismal Russian orphanages. There are about 740,000 children without parental custody in Russia, according to UNICEF. More than 60,000 Russian children have been adopted in the United States in the past 20 years.

The bill is named in honor of Dima Yakovlev, a Russian toddler who was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter. Russian lawmakers argue that by banning adoptions to the U.S. they would be protecting children and encouraging adoptions inside Russia.

Russian children rights ombudsman Pavel Astakhov told the Interfax news agency that 46 children who were about to be adopted by U.S. citizens would stay in Russia ? despite court rulings in some of these cases authorizing the adoptions.

Astakhov also insisted that all adoptions would be halted once the bill is signed by Putin, but a senior lawmaker at the Federation Council insisted it cannot be enacted immediately.

Mikhail Margelov, chairman of the Council's foreign affairs committee, said that a bilateral Russian-U.S. agreement binds Russia to notify of a halt in adoptions 12 months in advance.

Putin hasn't committed to signing the bill but referred to it as a legitimate response to the new U.S. law.

(AP) ? As residents prepared to observe Christmas less than two weeks after a gunman killed 20 children and six educators at an elementary school, people sharing in the town's mourning brought offerings of cards, handmade snowflakes and sympathy.

Tiny empty Christmas stockings with the victims' names on them hung from trees in the neighborhood where the children were shot. On Christmas Eve, residents said they would light luminaries outside their homes in memory of the victims.

"We know that they'll feel loved. They'll feel that somebody actually cares," said Treyvon Smalls, a 15-year-old from a few towns away who arrived at town hall with hundreds of cards and paper snowflakes collected from around the state.

At the Trinity Episcopal Church, less than 2 miles from the school, an overflow crowd of several hundred people attended Christmas Eve services. They were greeted by the sounds of a children's choir echoing throughout a sanctuary hall that had its walls decorated with green wreaths adorned with red bows.

The church program said flowers were donated in honor of Sandy Hook shooting victims, identified by name or as the "school angels" and "Sandy Hook families."

The service, which generally took on a celebratory tone, made only a few vague references to the shooting. Pastor Kathie Adams-Shepherd led the congregation in praying "that the joy and consolation of the wonderful counselor might enliven all who are touched by illness, danger, or grief, especially all those families affected by the shootings in Sandy Hook."

Police say the gunman, Adam Lanza, killed his mother in her bed before his Dec. 14 rampage and committed suicide as he heard officers arriving. Authorities have yet to give a theory about his motive.

While the grief is still fresh, some residents are urging political activism in the wake of the tragedy. A grassroots group called Newtown United has been meeting at the library to talk about issues ranging from gun control, to increasing mental health services to the types of memorials that could be erected for the victims. Some clergy members have said they also intend to push for change.

"We seek not to be the town of tragedy," said Rabbi Shaul Praver of Congregation Adath Israel. "But, we seek to be the town where all the great changes started."

Since the shooting, messages similar to the ones delivered Monday have arrived from around the world. People have donated toys, books, money and more. A United Way fund, one of many, has collected $3 million. People have given nearly $500,000 to a memorial scholarship fund at the University of Connecticut. On Christmas Day, police from other towns have agreed to work so Newtown officers can have the time off.

At Washington's National Cathedral, the 20 children who were killed also were remembered. Angels made of paper doilies were used to adorn the altar in the children's chapel. They'll be displayed there through Jan. 6.

In the center of Newtown's Sandy Hook section Monday, a steady stream of residents and out-of-towners snapped pictures, lit candles and dropped off children's gifts at an expansive memorial filled with stuffed animals, poems, flowers, posters and cards.

"All the families who lost those little kids, Christmas will never be the same," said Philippe Poncet, a Newtown resident originally from France. "Everybody across the world is trying to share the tragedy with our community here."

Richard Scinto, a deacon at St. Rose of Lima Roman Catholic Church, which was attended by eight children killed in the massacre, said the church's pastor, Rev. Robert Weiss, used several eulogies this week to tell his congregation to get angry and take action against what some consider is a culture of gun violence in the country.

Praver and Scinto said they are not opposed to hunting or to having police in schools, but both said something must be done to change what has become a culture of violence in the United States.

"These were his mother's guns," Scinto said. "Why would anyone want an assault rifle as part of a private citizen collection?"

A mediator who worked with Lanza's parents during their divorce has said Lanza, 20, was diagnosed with Asperger's syndrome, an autism-like disorder that is not associated with violence. It is not known whether he had other mental health issues. The guns used in the shooting had been purchased legally by his mother, Nancy Lanza, a gun enthusiast.

Gun control and mental health have also been topics at Newtown United meetings, along with what types of memorials would be most appropriate and any other action residents can take to feel like they are doing something.

"We don't want Newtown to go on the list with Columbine, Tucson and Virginia Tech and only have it associated with horrible acts," said Lee Shull, who moderated a Newton United meeting just days after the shootings. "We want to turn this into something positive. What can we do?"

A handful of people showed up to the group's first meeting at the town library two days after the Dec. 14 shooting. The next night, 35 attended, most scrawling ideas and notes on white paper covering the tables. A few days later there was barely room to maneuver around the meeting room when two guests showed up: Sen. Richard Blumenthal and Sen.-elect Chris Murphy, Connecticut Democrats who told the group they planned to push for gun control legislation and needed their constituents to help them press the issue in Washington.

The group sees itself as a way to spark a local and national dialogue and action in the aftermath of a tragedy. It's also a way to do something, anything, to cope with the sadness that has settled over Newtown.

Said resident John Neuhall: "Our hearts are broken wide open and we're here out of grief and out of love for those families."

Remains Of U.S. Airman From '46 Crash Identified, To Be Laid To Rest

On Nov. 1, 1946, a B-17 Flying Fortress on a flight from Naples to an airfield outside London slammed into the Mont Blanc mountain range with such force that the wreckage and remains of its eight airmen were scattered over a wide area on both sides of the Italian-French border.

Eight months later, the mountain known as the Aiguilles des Glaciers started to give up the wreckage and dead in a process that continued for more than three decades.

The body parts were interred at Arlington National Cemetery under a tombstone bearing the names of all those lost.

Now, thanks to DNA testing, some of the remains have been identified as those of Staff Sgt. Zoltan Joseph Dobovich, originally of Riegelsville, Bucks County.

They were returned Monday to Dobovich's family in a ceremony at Philadelphia International Airport after a flight from the Armed Forces DNA Identification Laboratory in Honolulu.

Veterans belonging to the Patriots Guard and Warriors Watch provided a motorcycle escort for the hearse on the trip to the funeral home in Mount Holly.

A military funeral is set for Thursday at the Brig. Gen. William C. Doyle Veterans Cemetery in North Hanover Township, Burlington County, and Gov. Christie has ordered the U.S. and New Jersey flags to fly at half staff at state facilities in Dobovich's honor.

Carlton Dobovich, the airman's nephew, who was born after Sgt. Dobovch died, said the family was grateful that his remains had been identified.

"It really feels good knowing he's been identified and we'll have him close so we can visit him," he said.

Carlton's father, Anthony, a World War II veteran who died in 2006, is buried in the same cemetery.

His father and uncle were very close as boys, and Anthony Dobovich would be "delirious" if he were alive to learn his brother's remains finally had been identified, Carlton Dobovich said.

Zoltan Dobovich was the youngest of five children, the nephew said. Their parents were Hungarian immigrant farmers, and their father died when Zoltan was a young boy.

Zoltan Dobovich was 18 when he joined the Army in Allentown on Dec. 7, 1943, the second anniversary of the Pearl Harbor attack.

After serving in the infantry, he joined the Army Air Corps as a radioman during the war.

It was in that position that he boarded the postwar flight from Naples to the Bovingdon airfield northwest of London. Also on board were Cols. Ford L. Fair, chief of staff of the European Air Transport Service, and Hudson H. Upham, assistant chief of staff for traffic for the service, who was listed as the pilot on the flight manifest.

The purpose of the predawn flight remains unknown, and Carlton Dobovich said his efforts to get an answer have been unsuccessful.

After the plane failed to arrive at Bovingdon, it was reported missing.

An air search for the missing plane was called off after 18 days, according to the European-based Committee for the Commemoration of the Crew of the B-17 of the Aiguilles des Glaciers.

An inquiry established that the plane was about 90 miles off course when it hit the mountain for reasons unknown.

In July 1947, a French army alpine unit chanced upon the crash site. It recovered documents and the remains were interred that October at Arlington.

Between 1972 and 1988, as the glacier atop the mountain retreated, additional wreckage and remains were recovered on the Italian side of the border.

DNA testing recently established that some of the remains belonged to the 21-year-old Dobovich.

Carlton Dobovich said the match was made from Barbara Rice, a cousin in Georgia whom they had not known existed.

In an e-mail, Francis Raout, a young soldier in the French unit that found the wreckage in 1947, said he was grateful to have "rendered service" to the nation "whose sons liberated France."

"I would never have thought that in 2012 I could offer my sincere condolences to the family of Zoltan Dobovich," he said.

Also killed in the crash were Maj. Lawrence L. Cobb, the copilot; Lt. Alfred D. Ramirez, the navigator; Master Sgt. John E. Gilbert, flight engineer; Technical Sgt. William S. Cassell, assistant radio operator; and Staff Sgt. William A. Hilton, assistant engineer.

Carlton Dobovich said he had been informed that the remains of only four airmen have been identified.

The Department of Defense POW/Missing Personnel Office, which is in charge of identifying military remains, did not respond Monday to a request for additional information.

Besides his nephew, Dobovich's survivors who are still alive include his niece Rosalie Baker and nephew Joseph Dobovich.

A visitation is set for 7 to 9 p.m. Wednesday at Perinchief Chapels, 438 High St., Mount Holly. A memorial service will be held 11 a.m. at the funeral home. Interment with military honors will follow at the Doyle cemetery.

FORWARD OPERATING BASE PASAB, Afghanistan (AP) ? President Barak Obama will decide in the coming weeks how many American troops to send home from Afghanistan next year. A major factor in his decision will be the question of how successful U.S. troops have been in preparing the Afghans to secure their country at bases like this one, located in one of the country's most violent areas ? the birthplace of the Taliban.

There have been calls in Congress for Obama to increase the size of a planned drawdown of U.S. forces before the end of summer 2013, when the Afghan military is supposed to take the lead in security across the country. Afghan President Hamid Karzai, as well, has suggested he wants the drawdown accelerated.

"We are working to make this transition of security happen sooner. We want all the foreign forces to come out of the villages and go to their bases so the Afghan forces can carry out security," Karzai said last week.

But too large a pullout too soon could undermine the fight against the Taliban insurgency if Afghan forces are not fully prepared. It is widely thought that Gen. John Allen, the top military commander in Afghanistan, and his senior staff want to keep a large force in place for the summer fighting season, before international forces move into an entirely back-up and training role behind the Afghan forces by the start of autumn ? an event known as "Milestone 13."

Obama is expected to decide on the size of the withdrawal after meeting with Karzai in Washington in early January. Their talks will also be key on determining what the U.S. military's role will be in Afghanistan after December 2014, when the foreign combat mission is set to end and almost all international troops are scheduled to leave. The U.S. currently has 66,000 thousand troops in Afghanistan out of an international force totaling about 102,000.

The work of training Afghan army units being done at this dusty base in the Zhari district of Kandahar province and at other bases scattered around the country will help shape Obama's decision.

U.S. and Afghan officers here say the district is a success story: Violence has not gone up more than two months after the American presence here was brought down from around 3,500 troops to around 300, with Afghan forces taking the lead in more areas.

But the situation remains tenuous. Residents say Taliban fighters remain in control of large parts of the district.

Zhari is where Taliban leader Mullah Omar was born, where he founded the movement that ruled Afghanistan in the 1990s and has battled U.S. and Afghan forces for the past 11 years. Three years ago, Taliban forces controlled the district, and it has been one of the three most violent areas of Kandahar, the province that is the Taliban's traditional heartland.

U.S soldiers had a hard fight in Zhari when they moved into the south in large force as part of the surge in American troops early in the Obama administration. The district has rich farmland that produces pomegranates and grapes used for raisins, and the fields, covered in dirt mounds, formed natural trenches the Taliban could fight from. Food, which was abundant, was easily coerced by the Taliban from villagers.

Lt. Col. Tim Davis, commander of Combined Task Force Buffalo, said, "the density of mines was impressive" when his task force arrived and that it required "an entire combat operation just to put a road in."

The commander of international forces in Kandahar and three other southern provinces, U.S. Army Maj. Gen. Robert Abrams, told reporters recently that progress in Zhari had been "astounding." Afghan forces are already in the lead of security duties in many parts of the district, he said. Across the south, the Afghans carry out 400 to 500 daily patrols without coalition assistance.

Afghan military officers in Zhari contend they can now handle the fight without much help from the U.S.-led International Security Assistance Force.

"Zhari is about 70 percent safe now," said Col. Abdul Rahimi, operations officer of the Afghan army's 3rd Brigade 205th Corps at Pasab base, though he acknowledged neighboring Maiwand district remains a problem. The number of Taliban fighters was down to around 100 in Zhari and Maiwand, compared to some 900 two years ago, he said.

"The enemy is not able right now to fight against the government, nor can it take over if ISAF leaves," Rahimi said.

Residents in Zhari, however, give a different picture. Some said the government has control of the main highway but not much else.

"Government claims that they control most of the area are just a dream not related to any reality," Allahnoor Taraki, a 38-year-old farmer, said.

Mohammed Salim Danghar, a taxi driver, said the province remains hotly contested. While the government has improved its position, he said, "we all know that most of the area is controlled by the Taliban."

The American drawdown in Zhari is a model of plans for the pullback elsewhere.

Here, large American combat units have been replaced by smaller teams made up of about 18 soldiers each. The teams are embedded with Afghan units, advising them on tactics, leadership and strategy ? but not fighting.

In Zhari, attacks "have not only decreased, but significantly decreased," said Davis.

"The challenge is when we start pulling back," he said. The key to a successful transition will be "to see if the local security forces can take up the slack."

The U.S. military plans to repeat that process elsewhere in the south and east by creating 400 such teams. At the same time, eight of the 14 U.S. brigades in Afghanistan will be reduced in size to 1,400-1,900 personnel, down from 3,500, to act as support for the teams. That role change alone will mean a reduction of between 13,000 to 17,000 NATO troops.

The U.S. military has not made public its recommendations to Obama about the size or timing of next year's drawdown. Outgoing Defense Secretary Leon Panetta said recently that NATO and the Afghan government intend to begin the final phase of transition by the mid to latter part of 2013 ? suggesting he prefers a later start to the drawdown, as opposed to earlier in 2013.

The top contender for Panetta's job, former Nebraska Sen. Chuck Hagel, is thought to support a more rapid withdrawal of U.S. troops.

British Prime Minister David Cameron has already announced that about 3,800 of his country's troops will leave by the end of 2013, leaving 5,000 to stay into 2014.

The Afghan army now numbers about 350,000 and has taken the lead on security in areas that are home to 76 percent of Afghanistan's population of 30 million. Still, despite their progress, only one of Afghanistan's 23 brigades around the country can operate on its own without coalition help of some kind, the U.S. Defense Department said in its most recent semi-annual report to Congress.

Attacks by insurgents around the country have not decreased, but the violence has been pushed out of most population centers, the report said. Civilian and NATO casualties have fallen. But Afghan forces are taking an increasing toll. More than 300 Afghan soldiers and policemen are dying each month, according to Afghan Defense Ministry spokesman Gen. Mohammad Zahir Azimi, who said that represented an increase, though he did not provide comparative figures.

"We still face challenges in southern Afghanistan," Abrams acknowledged in his headquarters at Kandahar Air Field.
