Master Plans: Travel grant - Adult education

The Special Collections Research Center (SCRC) at Syracuse University Library invites applicants to its Alexander N. Charters Adult Education Research Grants-in-Aid Program, now in its sixth year. Up to $4,000 of grants-in-aid will be awarded in 2013 to researchers and practitioners wishing to use the adult education collections in SCRC's Charters Library. The actual amount of each award will depend upon the scope of the research outlined in the applicant's proposal. Winners will be encouraged to submit copies of any scholarly output resulting from their work, for inclusion in SUrface, Syracuse University's institutional repository.

The Charters Library of Resources for Educators of Adults (http://scrc.syr.edu/charterslibrary) is the world's most comprehensive collection of English-language materials in the field of adult and continuing education. Among the resources available to researchers are more than 90 discrete manuscript collections, 2,100 books, 50 professional journals, 220 newsletters, 400 sound recordings, 100 video-recordings, 10,000 photographs and some 2,800 master's theses and dissertations in the field. Also included are the papers of individuals such as William Langner, Beverly Cassara, and (of course) its namesake Alexander Charters, as well as the records of such pivotal organizations as Laubach Literacy International, the National University Continuing Education Association, and the Adult Education Association/American Association for Adult and Continuing Education. Online finding aids to the manuscript collections are available on SCRC's Web site at http://library.syr.edu/digital/guides/ead/subj_list_from_db.htm#adult_ed.

The application deadline is January 15, 2013, and winners will be announced by March 1, 2013. Grant funds awarded in March must be used between July 1, 2013 and June 30, 2014. Tech Publisher Ziff Davis Acquired By j2 Global For $167M To Roll Up Ads/Media Platform

Ziff Davis, best known for PCMag.com, ComputerShopper, ExtremeTech, Toolbox.com and Geek.com, has been acquired by j2 Global, Inc. a provider of business cloud services. According to the announcement the purchase price was approximately $167 million in cash. But don't cry for j2 - it still has over $300 million in cash and investments. Hemi Zucker, j2?s chief executive officer said the acquisition was driven partly because j2 has a lot of "experience and significant interest in the digital media and online marketing space" as a media buyer and seller. So this is clearly an advertising aggregation play.

Total Solar Eclipse Occurs Tuesday: How to Watch Online

The total solar eclipse on Tuesday (Nov. 13) may only be visible from slivers of northern Australia and a swathe of open ocean, but you don't have to make an epic journey see the dramatic celestial event.

Several different organizations will webcast live views of the total solareclipse, which begins at 3:35 p.m. EST (2035 GMT) on Tuesday (Nov. 13; however, it will actually be Nov. 14 local time in Australia).

The online Slooh Space Camera is one such outfit. It will broadcast a live feed of the 2012 total solar eclipse from a site near the city of Cairns, in the Australian state of Queensland, starting at 2:30 p.m. EST (1930 GMT) Tuesday. The eclipse will commence around sunrise local time, making for a particularly memorable spectacle, Slooh officials said.

"We are ecstatic to have a world-class team on-site in Cairns bringing the power and beauty of this spectacular event live to our worldwide audience," Slooh president Patrick Paolucci said in a statement. Another webcast event will be streamed by Tourism Tropical North Queensland, which will also provide a live views from Cairns here: http://www.ustream.tv/cairnseclipse2012.

The path of totality for tomorrow's solar eclipse will be 108 miles (174 kilometers) wide and will traverse about 9,000 miles (14,500 km) over a three-hour period, Slooh officials said. Most of the path will be over the South Pacific Ocean, making the eclipse tough for most folks to view.

Solar eclipses occur when the moon lines up with the sun in the sky, blotting out the solar disk from a viewer's perspective on Earth. There are three main types: total, partial and annular (in which the outer edges of the sun shine like a ring around the moon in the sky).

Parts of Asia, the Pacific and western North America experienced an annular or "ring of fire" eclipse in May. The next total solar eclipse darkens the North Atlantic region in March 2015, though a "hybrid" eclipse ? which shifts between total and annular at different points on the globe ? will come to parts of the Atlantic and central Africa in November 2013.

Warning: If you are planning to watch the total solar eclipse in person, be extremely careful. Never look directly at the sun, either with the naked eye or through telescopes or binoculars without the proper filters. To safely view solar eclipses, you can purchase special solar filters or No. 14 welder's glass to wear over your eyes. Standard sunglasses will NOT provide sufficient protection.

The eclipse isn't the only skywatching treat on tap this week. The annual Leonid meteor shower peaks overnight Saturday (Nov. 17).

Titan supercomputer leads latest Top 500 list, newly-available Xeon Phi chip cracks top ten

The supercomputer formerly known as Jaguar recently got an upgrade that was significant enough to earn it a new moniker, and it turns out that was also enough for it to claim the top stop on the latest Top 500 list of the world's most powerful supercomputers. Now known as Titan, the Cray-developed supercomputer at the Oak Ridge National Laboratory edged out the Lawrence Livermore National Laboratory's Sequoia supercomputer for the number one position, reaching 17.59 Petaflops per second with the aid of 18,688 NVIDIA K20 GPUs and an equal number of AMD Opteron processors. As EE Times notes, however, the other big story with this list is the strong showing for Intel's new Xeon Phi co-processors, which have just starting shipping to customers and have already found their way into seven of the supercomputers on the list, including one in the top ten (the Stampede at the Texas Advanced Computing Center at the University of Texas). Scientists say they have found a planet seven times more massive than Earth orbiting in a star's habitable zone 42 light-years away. It could have seas, and perhaps just as important, it could have an Earth-like climate because it has a day-night cycle.

Astronomers have uncovered evidence for a super Earth-size planet in the habitable zone of a star 42 light-years away in the southern-hemisphere constellation Pictor.

If the data truly signal a planet, the object could host liquid water on its surface, the team estimates. Liquid water is seen as a key ingredient for organic life.

So far, astronomers have detected more than 840 planets orbiting other stars. A handful of those are super Earths that fall within their stars' habitable zones. But only two ? including this newly announced planet candidate ? are far enough away from their stars to allow for a day-night cycle. The others orbit so close to their stars that they've become tidally locked, presenting the same face to their stars as they swing about their orbits.

A day-night cycle on the new planet "improves its chances of hosting an Earth-like climate," the team wrote in the formal report of their discovery, which has been accepted for publication in the journal Astronomy and Astrophysics.

The host star, tagged as HD 40307, has about 77 percent of the sun's mass and is a sun-like 4.5 billion years old. Researchers previously had detected three super Earths orbiting the star. The potentially habitable planet is one of three additional planet-candidates the team is reporting around HD 40307.

It's a uniquely crafted system. Five of the six planets orbit within a scant 23 million miles of the star. HD 40307g, the outermost of the six, orbits another 33 million miles out. That brings all six orbits well within the radius of Mercury's orbit around the sun. Mercury is the innermost planet in our solar system, orbiting the sun at an average distance of 58 million miles ? close enough to broil the sun-facing hemisphere of this slowly turning planet to a toasty 801 degrees Fahrenheit.

But HD 40307g's host star is faint enough that the planet, with a year some 200 days long, falls well within the star's habitable zone.

The six planets exhibit minimum masses ranging from 3.5 Earth masses to 9.5 times the Earth's mass. The potentially habitable super Earth comes in at about seven Earth masses.

Based on calculations involving a similar, habitable-zone super Earth discovered by NASA's Kepler mission, Kepler 22b (which is also the other super Earth with a day-night cycle), the team posits that the planet could be a mini-Neptune, with a rocky core and thick atmosphere.

Other astronomers have been trying to confirm the existence of the initial three planets by hunting for the slight dimming a planet imparts to its star's light as it swings in front of the star during its orbit ? and event known as a "transit." But no one has spotted anything yet.

Given that it is easier to spot transits for close-in planets than for more-distant planets, the chances of catching a transit for HD 40307g as well would seem remote. Astronomers are interested in such detections because a transit would not only provide confirmation of the planet's existence, but also allow astronomers to infer a great deal about the planet, including its density.

Once A Week Vegan: Chocolate Walnut Cake

I'm feeling creative this afternoon, and while I don't believe this introduction has any sense of direction, I've been questioning my motives in choosing "the vegan lifestyle" lately, so I'm going to go ahead and share...

I drank the Kool-Aid. I've gone from a raging college party girl with a penchant for clear alcohols, Marlboro cigarettes, and fast-food to a full-fledged kook that rambles on about topics such as the many uses of milled flax-seed. People that know me personally think I've lost my mind - they would have never imagined I would become a devoted yogi, a vegan, or a person committed to emotional, spiritual, and physical health. While I've actually found (most of) my mind in taking this path, I often feel that I must let myself stray from time to time in order to keep a sense of balance and sanity. That isn't to say that I regress into old habits - but every now and then I'll indulge in a few drinks, a cigarette, or a vegetarian meal rather than strict vegan. I suppose that's why I love sharing dessert recipes; I'm absolutely enamored by the idea that I can have the best of both worlds in these decadent desserts made vegan.

A slice of cake spurred this epiphany. That sounds insane, but it's true. The taste of rich nutty chocolate with a hint of berry flavor sent me spiraling out into thought - that if I can have a slice of THE MOST MOIST AND DELICIOUS chocolate cake I'VE EVER HAD and it's VEGAN and it was so easy I MADE IT MYSELF then why would I ever turn back?

And the answer, Ladies and Gentlemen, is that I'm not turning back - unless to get another slice of this heavenly cake. Enjoy!

Cake

  • Canola spray?
  • 1/2 cup walnuts, ground
  • 1 cup unbleached white flour
  • 2/3 cup whole-wheat pastry flour
  • 1/2 teaspoon salt?
  • 1 teaspoon baking soda?
  • 1/2 cup cocoa powder?
  • 1/2 cup canola oil?
  • 1 cup maple syrup?
  • 4 ounces raspberry-flavored coconut milk yogurt or vegan sour cream
  • 3/4 cup water

Frosting

  • 1/2 cup maple syrup
  • 1/2 cup cocoa powder
  • 1/2 cup vegan butter
  • 1/2 cup chocolate soy milk or vanilla soy milk
  • 1 teaspoon vanilla

Garnish

  • 1/4 cup finely chopped walnuts
  • Raspberries, Blueberries

1. Preheat oven to 350?F.

2. Spray an 8" x 8" baking dish or a 9" round pan with canola oil.

3. Prepare Cake: Grind walnuts in the food processor until they have a flour-like consistency. Be careful not to grind them into a paste. In a medium bowl, mix walnuts, flours, salt, baking soda, and cocoa powder together. Set aside.

4. In another medium mixing bowl, stand mixer, or food processor, blend the canola oil, maple syrup, and coconut milk yogurt together until creamy. Add water and mix again.

5. Add the dry mixture to the wet mixture and mix until well combined, being careful not to overmix. Pour the batter into the prepared pan and spread batter evenly.

6. Bake about 30 minutes or until the cake springs back when touched in the middle and is pulling away from the sides of the pan. Remove from oven to cool.

7. Go around the sides of the cake with a knife and gently turn over onto a plate.

8. Prepare Frosting: Blend all ingredients in food processor or blender until creamy.

9. Assemble Cake: Frost the top and then the sides of the cake. Sprinkle with walnuts and garnish with fresh berries.

Resident Evil 6 developer Capcom believes their latest iteration in the action-horror franchise ?has been successful to some degree?. When asked what their strategy on strengthening the brand name outside of Japanese territories, Capcom responded with the following on their website:

?Resident Evil 6? continues to generate repeat sales in Japan and overseas. Furthermore, initial shipments set a new record for a Capcom title. So this game has been successful to some degree.

We therefore believe it is too early to reach a conclusion about how users view this game. We always listen carefully to the feedback from users and use this information when developing games.

Resident Evil 6 has seen quite a mixed critical reception, with many (myself included) believing that the series has not only strayed ?too far from its survival-horror roots but suffers from an identity crisis.

If the game has indeed performed well commercially, its no wonder after the huge marketing push the game was given.?Before Resident Evil 6 was even officially announced, they created the ?No Hope Left? promotional website, there?s been six or more trailers, a pre-order bonus with Leon?s leather jacket, a theme park, a restaurant, and most bizarrely of all: a human meat market. Despite all their previous antics, this new promotion is surprisingly their most bizarre yet.

Moreover, this could be bad news for disappointed fans. Its possible Capcom may continue to drive this direction, believing that this is what its consumers really do want. Lets hope this isn?t the case.

New Bill Relieves the Rich, Taxes the Middle Class | Al Akhbar English

A new proposal to fund public sector salary increases would raise taxes on luxury goods, Internet and phone services, bank deposits, and other transactions. But the bill, which the Cabinet is scheduled to discuss Wednesday, contains several provisions which would benefit the wealthy, corporations, and those who committed building violations or built on public coastal land.

The Lebanese Council of Ministers will meet Wednesday night in the Presidential Palace to discuss a draft law that would levy 22 new taxes to pay for salary increases for public sector workers.

The salary increase would benefit tens of thousands of public administration employees, teachers, and armed and security forces personnel. But the bill contains a number of proposals that would raise taxes on many items and transactions for the lower and middle classes while granting special favors to the rich, corporations, and those who benefit from the rentier economy.

Some of its more controversial measures include provisions which would allow building violations to continue up until the end of 2012, reduce taxes for corporations by giving them exemptions on the valuation on some of their fixed assets, specifically real estate, and modify the property law in favor of real estate speculators.

Previous governments over the past three years have attempted to pass some of these measures, but failed due to strong opposition from former labor minister Charbel Nahhas, who has since resigned.

Data from the Central Bank of Lebanon (BDL) indicates a heavy concentration of wealth in the accounts of a relative few. The top 0.8 percent make up half of the total value of deposits.These fees, taxes, and amendments will be included in one bill which contains 37 items and 22 new tax measures and is separate from the budget bill.

The new taxes are expected to raise 2.7 trillion Lebanese Lira (LL) (US$1.8 billion), including LL700 billion ($500 million) in fees which will be collected only once. According to the proposal, this revenue should be sufficient to fund the increase in wages, estimated at LL1.5 trillion ($1 billion).

However, the report attached to the bill is littered with contradicting numbers and does not stick to the same projections throughout. In another segment, for example, it says that the additional income from these taxes will amount to LL2,173 billion ($1.45 billion).

New Taxes to Be Discussed by the Cabinet Today: Increasing the Cost of Telecommunications

If passed, the bill would significantly increase Internet and phone bills.

The government plans to impose a fixed fee of LL2,500 ($1.67) on all monthly bills from mobile phone companies and Internet service providers. This will include both post-paid customers and prepaid cards.

The increase on telecommunications services comes as a surprise, considering the government had only recently started to cave to intense popular pressure by slightly lowering the cost of telecommunications over the past several years.

Lebanese telecom services are among the priciest in the world, with two thirds of bills consisting of taxes and quasi-taxes.

Under the proposed law, telecom customers would pay an extra LL7.5 billion ($5 million) a month in taxes on cellular service, Internet, and home phones, adding up to LL90 billion ($60 million) a year.

The finance ministry projects a yearly revenue of LL80 billion ($53.33 million), indicating that it expects that some customers might cancel their subscriptions or additional phone lines when faced with the rising costs.

The finance ministry admits in its report that a fixed rate on communications will raise the cost of telecommunications for everyone, affecting poor households in particular, but it does not expect this to create any inflationary pressures.

Tax Burden Falls to Small Depositors

The proposed bill also includes a small increase in taxes on personal income from interest on bank deposits, from the current five percent to seven percent. A similar tax on companies is proposed at 15 percent.

The finance ministry expects to raise an additional LL260 billion ($173.33 million) from raising this tax. The study backing up these measures maintains that this increase will not affect bank deposit volumes, which ? according to the ministry ? are impacted by fluctuations in interest rates, but not by changes in tax rates.

But the proposal is not based on progressive taxation; instead, it would tax all depositors equally, regardless of the amount in their account.

This means that the burden of this tax increase will fall on small depositors.

Yet even Switzerland, the capital of secret banking, relies on a system whereby secret bank accounts are heavily taxed, but accounts whose owners have agreed to lift the secrecy are subject to lesser taxes.The government justifies its objection to a progressive tax plan saying it wants to protect banking secrecy. Yet even Switzerland, the capital of secret banking, relies on a system whereby secret bank accounts are heavily taxed, but accounts whose owners have agreed to lift the secrecy are subject to lesser taxes.

If this system were adopted in Lebanon, it would benefit thousands of retirees and regular employees with small savings who do not care about banking secrecy.

Real Estate Speculators Rewarded

The proposed bill suggests introducing a 15 percent tax on profits from real estate sales, but the proposal exempts real estate and non-real estate companies from this tax. Moreover, it rewards such companies by allowing them, for one time only and within the period of one year, a tax-exempted re-evaluation of their properties which gained much value in recent years.

The report justifies this exemption saying it is intended to correct the impact of monetary inflation on the changes in real estate prices since 2006.

The finance ministry predicts that this tax will provide LL50 billion ($33.33 million) in income in 2013, following the tax decrease on re-evaluation, but this amount is expected to jump up to LL300 billion ($200 million) in 2014.

Minor Fines for the Theft of Public Seafront Properties

The exploitation of public coastal land, including illegal building, has been rampant for decades. Earlier this year, in the midst of the debate on financing the salary increase for government workers, the Ministry of Public Works issued a report on the scale of encroachment on public beaches.

It found 1,280 encroachments eating up 2,706,904 square meters of recovered sea. This report did not take into account the major sea reclamation projects such as those that took place in downtown Beirut, Dbayeh, Saida, the Beirut airport, and the Military Beach in Ras Beirut, some of which were legalized through questionable processes. This is in addition to encroachment on 412,324 square meters of water surface.

There are also 63 licences whose legality is questionable, infringing on 1,742,065 square meters of beachfront. They pay a mere LL4 billion ($2.67 million) yearly to the Treasury.

Rather than dismantling illegal construction or punishing violators, the new law proposes a fine on all illegal usage of public beachfront equal to five times the fees imposed on ?legal? activities.

While the bill emphasizes that this fine should not be considered a legitimization of illegal occupancy, nor does it grant any rights to the occupier, it treats infringement on public beaches as a ?fact on the ground.? The proposal is little more than a slap on the wrist for violators of public beach fronts, allowing them to pay a small fine in installments over a five year period.

This provision is projected to bring in a mere LL157 billion ($105 million) total, not annually.

It seems the government takes the issue very lightly, allowing and even encouraging violations right up until the end of this year.

The finance ministry admits, in the reasoning behind this proposal, that there are countless violations, but estimates an income of just LL100 billion ($66.67 million) from this settlement process.

VAT Hike

The bill proposes a two-tier Value Added Tax (VAT) system, which would raise the VAT from 10 to 15 percent on the import and delivery of cellular devices, their accessories, related electronic devices and spare parts (except those used for manufacturing).

The tax hike will also affect new cars and other vehicles, as well as their spare parts. Salmon, shrimp, and all kinds of caviar will also be affected. The increase will also be applied to tobacco in spite of widespread smuggling which cuts into tax revenue.

The finance ministry estimates that altogether, these taxes will bring an additional income of around LL150 billion ($100 million) in 2013.

The report claims that most of these taxes will not impact poor households, nor will they cause inflationary pressure, although it might cause a drop in vehicle sales and ?reduce traffic congestion.?

Extra Fees

There are too many new tax measures to list them all, but here are a few: raising the proportional cost of money stamps from LL3,000 to LL4,000 ($2 to $2.67), raising the cost of the criminal record ? around 600,000 are issued yearly ? from LL2,000 to LL4,000 ($1.33 to $2.67), and increasing fees on every statement sent by a bank to a customer from LL100 to LL500 (7 cents to 33 cents).

Additionally, taxes will be increased on alcohol, public notaries, construction licenses, and border exit fees.

The tax on lottery winnings will also double, from 10 percent to 20 percent.
