Unemployment falls in 75 pct. of US cities

WASHINGTON (AP) ? Unemployment rates fell in about three-quarters of large U.S. cities in September, a sign that the nation's modest job gains that month occurred across most of the country.

The Labor Department said Wednesday that unemployment rates fell in 280 large metro areas from August to September. They rose in 61 and were unchanged in 31. That's the largest number of cities to see a decline since April.

Nationwide, employers added a net 103,000 jobs in September. And the unemployment rate was 9.1 percent for the third straight month. The job gains were only about enough to keep up with population growth. The economy needs to generate at least twice September's total to reduce the unemployment rate.

Unlike national and state data, metro unemployment figures aren't adjusted for seasonal changes. Many of the areas with the sharpest drops in unemployment were cities with large universities. They likely added jobs at the start of the academic year.

State College, Penn., home to Penn State University, reported the biggest drop in unemployment in September. Its rate fell to 5.1 percent from 6.5 percent in August. Grand Forks, N.D., site of the University of North Dakota, reported the next-largest drop, to 4.1 percent from 5 percent.

Meanwhile, many of the cities with the biggest increases in unemployment were coastal cities, where many summer employees likely lost jobs.

Unemployment in Ocean City, N.J., rose to 9 percent in September, from 7.9 percent the previous month. The second-biggest rise was in Gulfport-Biloxi, Miss., on the Gulf of Mexico, where the rate jumped to 9.8 percent from 8.7 percent.

Other cities with big increases included Myrtle Beach, S.C., a popular beach resort, and Barnstable Town, Mass., part of the Cape Cod area.

Bismarck, N.D., registered the lowest unemployment rate at 2.5 percent. The next-lowest were Fargo, N.D., at 3.3 percent and Lincoln, Neb., at 3.5 percent.

Among cities with 1 million or more residents, Oklahoma City had the lowest rate, 5.5 percent. Oklahoma has benefited from its oil and gas production and high prices for grains and other agricultural communities.

El Centro, Calif., reported the highest rate, at 29.6 percent, followed by Yuma, Ariz., at 27 percent. They are adjacent counties with heavy farm economies and large contingents of migrant labor.

Las Vegas had the highest unemployment rate among cities with populations of 1 million or more: 13.6 percent.

Consumer advocate to unveil auto insurance fraud findings | House ...

Robin Westcott, the state's Insurance Consumer Advocate, will release a summary of her findings on personal injury protection insurance fraud at a Florida Cabinet meeting Tuesday.

The findings are based on information she gathered from meetings she held this year with insurance and health care industry officials, attorneys, and others.

The Property Casualty Insurers Association of America, an insurance industry trade group, released its own findings and recommendations on PIP last week. PIP pays medical bills for policyholders injured in auto accidents regardless of who is at fault.

PCI said its recommendations would slow the pace of premium increases for automobile insurance.

The findings:

Insurers' liability coverage costs aren't keeping pace with premiums. Premiums for liability coverage ? including PIP, bodily injury, property damage liability and uninsured motorists coverage ? increased by more than $500 million from 2007 to 2010. Meanwhile, insurers' costs for claims, expenses to investigate and fight claims, and other operational costs such as salaries and commissions increased by $1 billion.

Fraud costs insurers and their policyholders hundreds of millions of dollars. Most of the "fraud" involved is for what the industry considers inflated medical and litigation costs. The rest, 30 percent, is for staged or phantom accidents.

The group estimates fraud cost consumers about $336 million in 2010. That's based on comparing the cost of an average PIP claim in 2008, $6,681, with the cost in 2010, $8,137. If it grew at the same pace as regional medical inflation costs, it would have increased 4 percent to $6,955, according to Sarah Bascom, a spokeswoman for the group. The group is assuming the difference is due to fraud.

The group says Insurance Commissioner Kevin McCarty estimates that PIP fraud costs Floridians $800 million annually but they're checking the figure, as it may have come from Gov. Rick Scott, according to a spokeswoman.

Costs for PIP claims are increasing faster than health care costs, by some measures. No-fault claims costs increased by 38 percent from 2006 to 2011 but U.S. health care costs only increased 18 percent since then. A Sun Sentinel analysis in April showed the average claim paid out for PIP claims increased 22 percent in Florida since 2004, according to information the Insurance Information Institute submitted to legislators, while the cost of medical care increased 26 percent nationwide, to the Bureau of Labor Statistics

Health care providers in Florida charge more for medical services and use specialty practices more than some other no-fault states. And compared to traditional health care providers who treat no-fault patients, specialists such as massage therapists and acupuncturists charge 40 percent, have 75 percent more visits and 83 percent longer treatment lengths.

The recommendations:

Give insurers more time to investigate suspicious claims. Under current law, they have 30 days to pay PIP claims and if they don't, policyholders and their attorneys must warn the company they plan to sue. After another 30 days, they can file a lawsuit.

Cap fees for policyholders' attorneys to reduce costs. Some consumer groups say this could create a disadvantage for policyholders and doctors who have claims disputes with insurers.

Allow insurers to visit and inspect medical clinics to verify the services provided.

Beef up a law that limits fees charged by health care providers for various treatments.

ST. LOUIS ? Perhaps inspired by the hometown Cardinals' stunning surge to the World Series title, the St. Louis Rams pulled off a shocker of their own.

Steven Jackson scored twice in his first 100-yard game in three seasons as the lowly Rams earned their first win this season, a 31-21 upset of the New Orleans Saints.

Drew Brees barely kept alive his touchdown pass streak on a meaningless score in the final seconds a week after throwing five in a 62-7 rout of the winless Indianapolis Colts. Brees was intercepted twice, too, with Darian Stewart's pick and 27-yard return putting the game away with 2:51 to go.

The NFC South-leading Saints (5-3) average a league-best 35 points, but never got on track against a defense ranked near the bottom of the league. The Rams (1-6) had a season-high six sacks after entering the game with just 11, three by Chris Long.

Saints pass catchers were bottled up by a secondary minus its top three players.

The Rams wore throwback jerseys in a nod to their 1999 Super Bowl championship team. Then there was the pregame appearance by the Cardinals, who brought their World Series trophy with them to help fire up a crowd growing accustomed to disappointment from the Rams. The game was sold out, but there were hundreds of empty seats.

Boeing to build spacecrafts at shuttle hangar (AP)

ORLANDO, Fla. ? Boeing will announce an agreement with Space Florida on Monday to lease the hangar that housed the space shuttles to build similar craft that will bring people and cargo to space.

The deal with the state's space agency will create 140 jobs in the next 18 months and 550 jobs by 2015 in an area that's lost jobs as the space shuttle program was retired earlier this year, according to Gov. Rick Scott's office and President Barack Obama's administration.

"Florida has five decades of leadership in the space industry, which makes our state the logical place for the next phase of space travel and exploration," Scott said in prepared remarks obtained by The Associated Press. "Boeing's choice of Florida for its Commercial Crew program headquarters is evidence Florida has the world-class facilities and workforce expertise needed for aerospace companies to succeed."

Likewise, the Obama administration praised the agreement between the Chicago-based Boeing and Space Florida.

"The next era of space exploration won't wait, and so we can't wait for Congress to do its job and give our space program the funding it needs. That's why my administration will be pressing forward, in partnership with Space Florida and the private sector, to create jobs and make sure America continues to lead the world in exploration and discovery," Obama said in prepared remarks obtained by The Associated Press.

The reusable space capsules will be able to bring up to seven people into space. Right now, the United States doesn't have a way to transport people or cargo to the International Space Station.

Since phasing out the space shuttle program earlier this year, NASA is relying entirely on Russia to get American and other astronauts to the space station.

Obama's administration is criticizing Congress for not approving his request for $40 million in economic assistance for the region and $850 million for the Commercial Crew project.

"Neither NASA nor the Space Coast can afford to stand still. We must be aggressive in pursuing this next generation of space exploration ? and the jobs and innovation that will accompany it," NASA Administrator Charles Bolden said in prepared remarks.

Scott, however, is criticizing the Obama administration for letting NASA's manned space program lapse.

"Our country is now completely dependent on Russia for travel to and from space. A private business would never let any part of its operations be dependent on someone else. Fortunately, the space transportation systems being developed by private companies like Boeing will rocket the United States back to forefront of the space industry and help reignite job growth," Scott said in his remarks.
