Somalia famine has ended, but many still hungry

Good rains and reduced conflict have helped aid groups reach hundreds of thousands of displaced people in Somalia who rely on their aid. The hunger crisis remains a delicate situation, though.

This time last year a series of alarming reports from Somalia?s hinterland warned aid agencies that a ?perfect storm? of factors was about to tip a long-running hunger crisis into Africa?s first famine in more than a decade.

Within months, 4 million people in one of the world?s most inaccessible countries needed urgent food handouts to keep them alive.

Today, thanks to better rains, reduced conflict, stable food prices, and international help, the situation is ?much improved? and there is ?little to no chance of a repeat of last year?s famine,? the United Nations reported.

?There are indications of improvement,? says Tamara Nanitashvili, chief technical advisor for the Food Security and Nutrition Analysis Unit (FSNAU) in Somalia, which is managed by the UN?s Food and Agriculture Organization.

?Pasture and water is available for livestock, the condition of the animals is very good, prices are favorable, and exports are up 42 percent compared to the same time last year," says Ms. Nanitashvili.

?We expect those exports to increase further in the upcoming season during Ramadan and Hajj.?

Still, 2.5 million Somalis, mostly in the country?s Islamist-held south, are officially classified as in ?emergency? or ?crisis.?

Almost a quarter of children aged under five are ?acutely malnourished,? Nanitashvili added during a briefing in Nairobi, Kenya?s capital, where the international aid effort for Somalia is headquartered.

And there were warnings that rainfall in some farming areas in Somalia?s south would be up to 20 percent below average, which may cause localized food shortages.

?It could affect crop production, but it is still a much better picture than last year,? said Abdullahi Khalif, national technical manager for Somalia for the USAID-funded Famine Early Warning Systems Network.

In the lead-up to the declaration of famine in Somalia in July last year, a series of factors combined to create one of the country?s worst ever food shortages.

First, Al Shabab, the Al Qaeda-linked militia controlling much of the south, banned international aid agencies from its territory during 2010, saying that Western charities were ?corrupting? the population.

Even in a good year, Somalia?s farmers cannot grow more than 40 percent of the food they need. The shortfall is largely made up for by international handouts. When these handouts dried up under the Al Shabab ban, nothing was left to fill the gap.

Soon after, the rains failed for two consecutive seasons, parching pastures, starving livestock, and withering crops in the fields. The cost of imported food, and the few stocks that traders had hoarded, shot up.

As the hunger began, hundreds of thousands of people gathered their belongings and tried to flee for help to neighboring countries. By the second half of 2011, international appeals for help topped $1.5 billion.

Now the picture looks significantly different. The good rains late last year and again early this year bodes well for the main harvest, due in July.
?Access for humanitarian agencies, mostly in Mogadishu, has also improved,? says Ms Nanitashvili.

But it would be wrong for the world to take its foot off the gas in terms of funding the international organizations ? many of them from Islamic countries ? that continue to operate in Somalia.

Al Shabab is, however, under pressure.

This week, it was pushed from Afgoye, a town northwest of Mogadishu where it is thought hundreds of thousands of people who fled famine have been squatting in makeshift camps. In theory, aid agencies can now reach them from the capital.

But on Tuesday, Islamist fighters ambushed President Sheikh Sharif?s convoy as it drove along the ?newly liberated? road from Mogadishu to Afgoye.?The President escaped unharmed but at least one of his military guards and two suspected Al Shabab fighters were killed.?

Despite pressure from Kenyan, Ethiopian, and African Union armies, Al Shabab still controls the major towns of Kismayo and Merka, and holds sway over most rural areas in Somalia?s south.

Almost three-fourths of the 2.5 million people still needing help live in these areas.

?In farming communities, you will not see famine in the coming months, but you will see it returning very soon if all international assistance is removed for one year, as happened last year,? Ms Nanitashvili warns.

Romney ready to claim GOP nomination after Texas

CRAIG, Colo. (AP) ? Mitt Romney is poised to clinch the Republican presidential nomination after Tuesday's Texas GOP primary, a largely uncontested election that will formalize the former Massachusetts governor's status as President Barack Obama's general election challenger.

While Romney's nomination has been virtually assured for a month, the day marks the culmination of several years of work, dating back to his unsuccessful 2008 effort, and perhaps far earlier.

"It'll be a big day tomorrow," Romney told reporters aboard his campaign plane Monday evening. "I'm looking forward to the good news."

But Romney's focus Tuesday will be hundreds of miles north of Texas, where he's scheduled to court voters and donors in Colorado and Nevada during a two-state swing punctuated by a Las Vegas fundraiser with conservative businessman Donald Trump.

The evening event, set for the Trump International Hotel, comes amidst fresh criticism from Republicans and Democrats over Trump's continued questioning of Obama's citizenship. Romney hasn't condemned Trump's false claims, offering a fresh example of the presidential contender's reluctance to confront his party's more extreme elements. There have been other examples in recent weeks that underscore Romney's delicate push to win over skeptical conservatives while appealing to moderates and independents who generally deliver general election victories.

Asked Monday to weigh in on Trump's support for the so-called birther movement, Romney declined to condemn Trump's latest suggestion that Obama was born in Kenya.

"I don't agree with all the people who support me. And my guess is they don't all agree with everything I believe in," Romney told reporters before flying from California to Colorado Monday evening. "But I need to get 50.1 percent or more. And I'm appreciative to have the help of a lot of good people."

Polling suggests that the election between Romney and Obama will be very close, ultimately decided by several swing states, Colorado and Nevada among them. Romney will begin campaigning Tuesday in the northern Colorado town of Craig before flying to Las Vegas for an afternoon rally before the Trump fundraiser.

The Texas primary offers 152 delegates; Romney is just 58 delegates shy of the 1,144 needed to become the nominee. His Republican rivals Rick Santorum and Newt Gingrich already have endorsed Romney, while Texas Rep. Ron Paul has stopped actively campaigning. Gingrich is expected to attend the Trump fundraiser.

Under similar circumstances last week, Romney swept all the delegates in GOP primaries in Kentucky and Arkansas and picked up more endorsements from party leaders.

But Romney's meeting with Trump may generate as much interest, or more, than his tightened grasp on the Republican nomination.

"I do not understand the cost benefit here," conservative commentator George Will said over the weekend. "The cost of appearing with this bloviating ignoramus is obvious, it seems to me."

"Donald Trump is redundant evidence that if your net worth is high enough, your IQ can be very low and you can still intrude into American politics," Will continued. "Again, I don't understand the benefit. What is Romney seeking?"

Trump revived the false claims about Obama's birthplace late last week, citing a discredited story about a literary agency that mistakenly listed that Obama was born in Kenya.

While Romney briefly addressed the issue Monday, his senior aide Eric Fehrnstrom also declined to condemn Trump's remarks in a recent interview.

"I can't speak for Donald Trump ... but I can tell you that Mitt Romney accepts that President Obama was born in the United States," Fehrnstrom said. "He doesn't view the place of his birth as an issue in this campaign."

Romney has been criticized on several occasions for failing to speak out against extreme rhetoric from his party. The reluctance stands in contrast to the 2008 GOP presidential nominee and current Romney supporter, Sen. John McCain, R-Ariz., who once corrected a supporter who called Obama a Muslim.

Campaigning in Cleveland earlier in the month, Romney did not initially respond to a supporter who suggested that Obama should be tried for treason. He said after the rally that he didn't agree.

He was also slow to condemn conservative radio host Rush Limbaugh, who said a college student defending Obama's contraception policy was "a slut." At the time, Romney initially declined to weigh in on the issue before saying "it's not the language" he would have used.

And he was initially silent on violent rhetoric from classic rocker Ted Nugent before a spokeswoman said Romney "believes everyone needs to be civil."

Obama Bill: Newport Beach Charges President $35,000 For Added Security Presence (VIDEO)

California has a reputation for being an "ATM" when it comes to presidential campaigns, but one city in the Golden State is tired of bearing the hidden costs of high-end political fundraisers.

Newport Beach in Orange County, Calif., has just slapped the Obama for America campaign with a bill for $35,043.04, reports Corona Del Mar Today. The figure represents the cost of extra police officers, reserve officers and overtime pay that the city contributed to the President's visit in February of this year.

The bill was City Manager Dave Kiff's idea. In a written statement to Corona Del Mar Today, Kiff said:

I think it is appropriate to treat it like a private event -- if another private event that large and which required that much police presence occurred, we would bill the event sponsor ... If the president was here on presidential business, we likely would not have billed for that.

However, Kiff emphasized in his statement that the President's visit was still an honor. "We are of course always honored when any US official, especially the President, comes to visit our community."

Newport Beach residents told CBS2/KCAL9 that they agreed with Kiff's decision to bill the President for city services rendered.

"I don?t care what the political party is ? I am not in the President?s party," said Scott Mason, who lives on the same street that the President held his fundraiser. "If you are using the public sector to support fund-raising ... you have to pay for that."

Newport Beach residents Jeffrey and Nancy Stack hosted the breakfast fundraiser for the President. Ticket prices to the event ranged from $2,500 to $35,800.

Newport Beach's revenue department sent the invoice, dated May 10, to the Obama for America office in Chicago, reports the Los Angeles Times. As of late Thursday, there's been no official response to the bill. It's due June 9.

Newport Beach is a conservative, affluent city. The median income is estimated at $107,007 (California's median income is $60,883) and registered Republicans outnumber Democrats three-to-one.

To date, President Obama has made 10 visits to the Southland since he was elected. His most recent visit in May brought him to the home of actor George Clooney, where a star-studded fundraising event raised a record $15 million for one night. Two-thirds of the figure came from small donations across the country for a contest that would fly the winners to Los Angeles for the event.

China detains official for rapes after online uproar

BEIJING - Police in central China detained Li Xingong, a former Communist Party official, on suspicion or raping underage girls, state media said on Sunday, following an online uproar about the latest case of abuse of power.

The man, who was the party's deputy head in Yongcheng city in Henan province, is accused of assaulting more than ten girls during police interrogations, the official Xinhua news agency reported.

City authorities have "ordered swift and severe punishment on the suspect in accordance with relevant laws", it added.

The case has been widely discussed on China's wildly popular Twitter-like microblogging site Weibo, after reports about the rapes naming him as the perpetrator began circulating online over the past week.

LOS ANGELES (AP) ? The comic action heroes of "Men in Black 3" have taken over the weekend box office from the comic-book superheroes of "The Avengers."

According to studio estimates Monday, Will Smith and Tommy Lee Jones' latest "Men in Black" installment debuted with $70 million domestically over the four-day Memorial Day weekend, which proved unusually quiet at theaters for Hollywood overall.

Sony's "Men in Black 3" took over the No. 1 spot from Disney's "The Avengers," which had been the top flick for three straight weekends but slipped to second place with $46.9 million domestically.

"Men in Black 3" added $133.2 million overseas for a worldwide total of $203.2 million.

"We took over the world this weekend," said Rory Bruer, Sony's head of distribution. "It's so exciting to see Will and company back in this franchise. I certainly think that most people who've seen the film think it's the best of the franchise."

"The Avengers" raised its domestic total to $523.6 million, making it the No. 4 movie on the all-time domestic revenue chart and only the fourth film to top half a billion dollars. "The Avengers" will quickly pass the No. 3 film, "The Dark Knight" at $533.3 million, leaving only "Avatar" at $760.5 million and "Titanic" at $658.5 million ahead of it.

While it was a good start for "Men in Black 3" and another strong hold for "The Avengers," Memorial Day weekend was the slowest at theaters in more than a decade. Box-office tracker Hollywood.com estimates that overall domestic receipts for the four days will finish at $190 million, the lowest since Memorial Day weekend in 2001, when revenues totaled $185.3 million.

A year ago, Hollywood pulled in a record $276.3 million over Memorial Day weekend, when "The Hangover Part II" debuted with $103.4 million.

So far, Hollywood's summer season has been a one- or two-hit wonder, with only "The Avengers" doing blockbuster business and now "Men in Black 3" joining it with a solid opening.

Other May releases fell far short of expectations, with Johnny Depp and Tim Burton's "Dark Shadows" and the game adaptation "Battleship" swamped in the wake of "The Avengers." ''Battleship" launched in April overseas, though, where its $232 million haul helped make up for its meager $47.1 million total after two weekends domestically.

With domestic revenue at $4.3 billion so far this year, Hollywood remains on a record pace, receipts running 11.3 percent ahead of last year's, according to Hollywood.com. But revenue had been running 20 percent ahead of 2011's earlier this year.

Analysts have said this season could sweep past last year's summer revenue record of $4.4 billion on the strength of such releases as "The Avengers" and its superhero cousins "The Dark Knight Rises" and "The Amazing Spider-Man."

Other than "The Avengers" and "Men in Black 3," summer is off to a slow start.

"After five weeks of summer, to only have two hits, that's tough," said Hollywood.com analyst Paul Dergarabedian. "We definitely need to slingshot back. I was on record predicting record revenue for this summer, and now I'm getting worried. Summer is only 18 weeks, so we don't have a lot of time, but we do have a lot of big movies coming."

"Men in Black 3" reunites Smith's Agent J and Jones' K for their first big-screen adventure since 2002. The movie co-stars Josh Brolin as the younger Agent K, who is targeted for death by a time-traveling alien that Agent J chases back to the late 1960s.

The weekend's other new wide release, the Warner Bros. fright flick "Chernobyl Diaries," opened far back in the pack at No. 6, with $9.3 million for the four days.

In limited release, Focus Features' first-love comic drama "Moonrise Kingdom" got off to a huge start with $669,486 in four theaters, for a whopping average of $167,371 a cinema. That compares to an average of $16,478 in 4,248 theaters for "Men in Black 3."

Directed by Wes Anderson ("Rushmore," ''Fantastic Mr. Fox"), "Moonrise Kingdom" chronicles the relationship of a troubled boy and girl who run away together in the mid-1960s. The ensemble cast includes Bill Murray, Frances McDormand, Bruce Willis, Edward Norton and Tilda Swinton.

"The Avengers" has added $781.9 million overseas, giving it a worldwide total of just over $1.3 billion. The film is closing in on the No. 3 earner worldwide, last year's "Harry Potter and the Deathly Hallows: Part 2" at $1.33 billion," again with only "Avatar" ($2.8 billion) and "Titanic" ($2.2 billion) ahead of it.

Still, many older films such as "Gone with the Wind," ''Star Wars" and "The Sound of Music" sold more tickets than "The Avengers" and other modern blockbusters. Rising admission prices mean today's movies make more money while selling fewer tickets, especially those that earn much of their cash from pricier 3-D shows, such as "The Avengers."

Estimated ticket sales for Friday through Monday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Tuesday.

Taiwan businessman jailed for spying for China

Taiwan's supreme court has upheld a decision to sentence a businessman to three-and-a-half years in jail for spying for China, in a case local media said has spooked the island's own agents abroad.

Lo Ping was found guilty by a lower court of being a double-agent and of recruiting a military intelligence officer to work for Beijing. The sentence was upheld Thursday.

According to local media, the pair provided China with a list of Taiwanese agents working on the mainland. Reports said this led to the unravelling of spy networks in China, although exact details of the repercussions are unknown.

The court said Lo Ping was originally a Taiwanese agent who was turned by the Chinese. It also said he had recruited Lo Chi-cheng (no relation), then working for Taiwan's military intelligence bureau, in around 2006 to collect information for China in exchange for money.

Beijing provided fake intelligence to Lo Chi-cheng via the businessman so he could claim performance rewards from the bureau, the court said.

Taiwan and China have spied on each other since they split in 1949 after a civil war. Beijing still sees the island as part of its territory awaiting reunification, by force if necessary.

Taiwan has been rocked by a string of spying scandals in recent years, showing intelligence gathering has continued despite warming ties with China.
